A suspended Immigration and Customs Enforcement (ICE) agent, based in Cincinnati, is facing a new federal charge in connection with an alleged domestic violence incident from earlier this month.

Toto was just 12 weeks old when he was stolen from Petland Fairfield on Oct. 10. A woman stuffed the puppy into a large bag and fled the store while employees chased after her.

Those arrested include David Mitsnefes of Blue Ash, Donald Ahlers of Cincinnati, Benjamin Naylor of Deer Park and Byron Sanders, who was staying at a halfway house in Warren County.
